Is this just a filter?

No. A filter grades the pixels that are already there. Relighting rebuilds the shadows and the highlights for the light you asked for, which is why a shadow can move.

How far can the light change?

A long way: overcast to golden hour is an ordinary request. What it will not do is move the subject, change the lens or invent a different room.

Does it keep faces and products accurate?

That is the reason to relight rather than regenerate. The subject is preserved and only the light around it is replaced, although a very extreme description takes more liberties than a restrained one.
